Meet Necia M Jones
Born and raised in Wilmington, Delaware, Necia M. Jones has always been driven by a passion for success, service, and community impact. She graduated from Delaware State University with a Bachelor’s Degree in Public Relations and Hospitality Management, and later earned a Master’s Degree in Project Management and Business Administration from Strayer University.
Necia’s professional journey began at Walt Disney World in Orlando, Florida, where she became one of the first minority women to work at the Crystal Palace Restaurant in Magic Kingdom. From that early experience, she learned the importance of excellence, representation, and creating meaningful experiences.
Over the years, Necia has developed a diverse professional background spanning marketing, estate planning (with a focus on IRAs), and small business management. She currently serves as a Project Manager at JPMorgan Chase, where she leverages her leadership and communication expertise to deliver impactful results for one of the world’s leading financial institutions.
Community service has always been at the heart of Necia’s journey. She is the Founder and Executive Director of Jones Community Development Foundation (JCDF) — a 501(c)(3) nonprofit dedicated to transitional housing, community partnerships, and second chances. JCDF’s signature initiative, Jones Second Chance Housing, launches in January 2026 to provide safe, affordable, shared housing for men, veterans, and adults in transition.
Necia’s leadership extends well beyond JCDF. She founded Jones Property Company, marking the beginning of her entrepreneurial legacy.
What started as a property-management and notary venture evolved into a multifaceted enterprise that now includes:
Jones Company Consulting: Business development, nonprofit startup guidance, and strategic consulting under the motto “Navigating Success – Cultivating Community.”
Jones Company Party Rentals: Event-rental services providing tables, chairs, linens, and photo booths for celebrations across Delaware and the tri-state area.
She also founded the Pay It Forward Networking Group, a nonprofit platform designed to empower women of color through mentorship, workshops, and programs centered on mental health, financial literacy, work-life balance, and entrepreneurship.
Her prior leadership experience includes serving as Board Secretary and Fundraising Chair for the Police Athletic League of Wilmington (PALW) and as Secretary of the Metropolitan Wilmington Urban League Young Professionals, where she advanced civic engagement, youth programs, and professional-development initiatives.
A long-time member of Toastmasters International, Necia previously served as President of the JPMC Wilmington Toastmasters Chapter and now continues to serve as an active member dedicated to fostering confidence, communication, and leadership excellence.
Necia is a proud member of the Metropolitan Urban League Young Professionals Philadelphia Chapter and the Delaware State University Alumni Association (Wilmington Chapter), reflecting her ongoing commitment to community empowerment, education, and regional collaboration.

Jones Community Development Foundation (JCDF)
As the Founder and Executive Director of Jones Community Development Foundation, I’m leading a mission centered on second chances and community restoration. Our upcoming Jones Second Chance Housing program in Elkton, Maryland will provide structured, affordable shared housing for men, veterans, and adults in transition, helping them rebuild stability and independence. JCDF also fosters partnerships, coordinates community initiatives, and promotes sustainable change through outreach, education, and opportunity.
Metropolitan Wilmington Urban League Young Professionals (MWULYP)
I proudly served as Secretary of the Metropolitan Wilmington Urban League Young Professionals, contributing to governance, community outreach, and event coordination that empowered emerging leaders across Delaware. This experience strengthened my ability to balance structure with creativity and deepened my commitment to equity, representation, and progress for the next generation of change-makers.
Pay It Forward Networking Group
As the visionary President, Founder, and CEO of Pay It Forward Networking Group, I’ve built a community where women of color can thrive in every aspect of life. Through workshops, events, and open dialogue, we address topics like mental health, financial literacy, work-life balance, and business development. The goal has always been to create a safe, empowering space where women uplift one another and grow collectively — because when we pay it forward, we all rise.
PALW Board Secretary & Fundraising Chair
During my tenure as Board Secretary and Fundraising Chair for the Police Athletic League of Wilmington, I worked to strengthen community engagement and drive fundraising efforts that advanced PALW’s mission to uplift local youth and families. My time there reinforced my belief that empowerment begins with connection — and that every initiative, no matter how small, contributes to long-term community growth.

As a former President of the JPMC Wilmington Toastmasters Club — and now a dedicated active member — I’ve cultivated essential skills in communication, leadership, and personal development.
