Necia M. Jones is an entrepreneur, housing advocate, and community leader focused on creating practical solutions that support stability, opportunity, and long-term growth. Through business development, housing initiatives, and community partnerships, she has built a network of ventures designed to help individuals and organizations move forward with structure and purpose. 

With a background in business development, project management, and community engagement, Necia combines strategic thinking with hands-on execution to turn ideas into sustainable programs and initiatives. 

Leadership & Entrepreneurship 

Necia is the founder of the Jones ecosystem, a network of businesses and initiatives designed to create opportunities through entrepreneurship, housing development, and consulting services. 

Her ventures include: 

  • Jones Property CompanyJones Property Company – A real estate company focused on property management, real estate investing, and developing structured independent shared housing programs. Through responsible property management and innovative housing models, the company provides safe, stable living environments for individuals working toward financial independence while expanding access to practical housing solutions. 

  • Jones Company Consulting – Supporting entrepreneurs, nonprofit leaders, and organizations with strategy, program development, and operational guidance to help them build sustainable and effective initiatives. 

  • Jones Company Party Rentals – Providing event rental services that support celebrations, community gatherings, and special events by offering quality equipment and event solutions.  

Through these ventures, Necia focuses on building systems that help people move forward while creating sustainable business models that serve both clients and communities. 

Community Impact & Leadership 

Beyond entrepreneurship, Necia is committed to strengthening communities through mentorship, housing stability initiatives, and leadership development. 

She leads community-focused initiatives through the Jones Community Development Foundation, which works to support housing stability programs and build partnerships that help individuals move toward self-sufficiency. 

Necia also founded the Pay It Forward Networking Group, an initiative dedicated to empowering women through mentorship, leadership development, and supportive networking opportunities. 

She is an active member of Toastmasters International, where she continues to develop her leadership and public speaking skills while encouraging others to grow in confidence and communication.

Leadership for me has never been about titles — it’s about impact, growth, and service. Over the years, I’ve learned that true leadership requires not just passion, but persistence — and that every role, whether volunteer or visionary, has helped shape the leader I am today. 

Jones Community Development Foundation (JCDF) 

As the Founder and Executive Director of Jones Community Development Foundation, I’m leading a mission centered on second chances and community restoration. Our upcoming Jones Second Chance Housing program in Elkton, Maryland will provide structured, affordable shared housing for men, veterans, and adults in transition, helping them rebuild stability and independence. JCDF also fosters partnerships, coordinates community initiatives, and promotes sustainable change through outreach, education, and opportunity. 

Metropolitan Wilmington Urban League Young Professionals (MWULYP) 

I proudly served as Secretary of the Metropolitan Wilmington Urban League Young Professionals, contributing to governance, community outreach, and event coordination that empowered emerging leaders across Delaware. This experience strengthened my ability to balance structure with creativity and deepened my commitment to equity, representation, and progress for the next generation of change-makers. 

Pay It Forward Networking Group

As the visionary President, Founder, and CEO of Pay It Forward Networking Group, I’ve built a community where women of color can thrive in every aspect of life. Through workshops, events, and open dialogue, we address topics like mental health, financial literacy, work-life balance, and business development. The goal has always been to create a safe, empowering space where women uplift one another and grow collectively — because when we pay it forward, we all rise. 

PALW Board Secretary & Fundraising Chair

During my tenure as Board Secretary and Fundraising Chair for the Police Athletic League of Wilmington, I worked to strengthen community engagement and drive fundraising efforts that advanced PALW’s mission to uplift local youth and families. My time there reinforced my belief that empowerment begins with connection — and that every initiative, no matter how small, contributes to long-term community growth. 

Toastmasters International – JPMC Wilmington Chapter 

As a former President of the JPMC Wilmington Toastmasters Club — and now a dedicated active member — I’ve cultivated essential skills in communication, leadership, and personal development. Previously serving as Vice President of Education and Secretary, I learned the power of voice, confidence, and clarity. These experiences continue to shape how I lead, mentor, and inspire across every platform and organization I touch.
